David Webber is founder, and currently of counsel to, the AIDS Law Project of Pennsylvania (ALPP). The ALPP is the nation's only independent public-interest law firm providing free legal services to people affected by the AIDS epidemic. He is currently in private practice, handling cases that involve important public health issues. |
Biography: David Webber is in private practice in Philadelphia and limits his direct client representation to cases that present issues of significant precedence or involve important public health and public interest issues. He also is of counsel to the AIDS Law Project of Pennsylvania, a public interest law firm he founded in 1988. From 2001-2, Webber was part-time project director for the Pennsylvania Coalition to Save Lives Now syringe access project. He has also taught as a faculty member of the Pennsylvania AIDS Education and Training Center, as an instructor at Cabrini College and Villanova University, and as a lecturer at Temple University Beasley School of Law, where he taught “AIDS and the Law.” Editor and contributing author to the fourth edition of AIDS and the Law, published in 2008; Webber has recently completed that book’s 2010 annual supplement. Since 2000-2008, he has been Editor-in-Chief of the AIDS & Public Policy Journal. Recently his articles have appeared in The Nation, Journal of Health Care Law & Policy, Journal of the American Medical Association and AIDS & Public Policy Journal. Webber also maintains a website on HIV/AIDS legal issues, http://www.AIDSandtheLaw.com, and is the original proponent of “HIV/AIDS-Law,” an internet list-serve for attorneys and other advocates providing services to people with HIV/AIDS that is now hosted by Western New York Legal Services. The holder of a 1976 B.A. cum laude from the University of Pennsylvania, Webber earned his J.D. in 1980 from Temple.
