Biography:


CONSULTANT, 40 Michael E. Dougherty, 40, of Center City, a real estate development consultant and former political aide in the Green administration, died of leukemia and complications from AIDS Friday at Pennsylvania Hospital. Politically active all his life, Mr. Dougherty worked on the campaigns of former U.S. Rep. Robert W. Edgar in the 1970s and worked in the Democrat's Washington office during the summers.
